This is so atrocious that it must have been created in the mixing process rather than actually recorded as a gear change. It just sounds like the engineer has copied the "every little thing that you do" bit and pasted it in afterwards, a key higher – and tried to add some life to the proceedings by building up to it with a kind of "breaking wave" noise. It does nothing to resuscitate a moribund lump of turgid rock.
